A Romanian appeals court has sentenced rapper Wiz Khalifa to nine months in prison after he smoked cannabis during a music festival performance. The ruling shocked fans because the incident took place during a live concert and previously resulted only in a fine.
The American artist, whose real name is Thomaz Cameron Jibril, admitted to smoking a joint during his set at the Beach, Please! festival in Costinești in July 2024. Authorities briefly detained him after the show. Prosecutors later charged him with possession of cannabis for personal use.
Originally, the case seemed minor. A lower court fined Khalifa 3,600 Romanian lei, about $829. However, Romania’s Constanța Court of Appeal overturned that decision and replaced the fine with a prison sentence.
The court ruled the rapper’s behavior sent a dangerous message to young audiences. Judges said smoking cannabis on stage normalized illegal conduct in front of thousands of fans.
However, the sentence was issued in absentia. Khalifa was not present when the ruling came down.
What Happened at the Beach, Please! Festival
The incident took place on July 13, 2024, during Khalifa’s performance at the popular Beach, Please! festival. The event draws large crowds of young music fans every summer.
Romanian investigators say the rapper possessed more than 18 grams of cannabis at the event. Authorities also said he consumed additional cannabis while performing on stage.
Witness videos showed Khalifa smoking what appeared to be a joint during his set. The moment spread quickly across social media platforms.
Police approached the rapper shortly after the concert ended. They detained him briefly and questioned him about the cannabis possession.
Authorities released him the same day.
At the time, the situation appeared resolved. Khalifa even addressed the incident on social media shortly after leaving the country.
He posted that Romanian authorities treated him respectfully and that he did not intend to offend the country.
He joked that he would return one day, but without bringing “a big joint next time.”
Why the Appeals Court Escalated the Punishment
Romanian judges argued that the artist’s conduct crossed a line because of the public setting. Their written ruling described the act as deliberate and highly visible.
The court said the performance happened at a festival heavily attended by young people. Judges argued that smoking cannabis on stage encouraged drug use among the crowd.
They also described the joint as an “artisanal cigarette,” emphasizing the symbolism of the act in front of thousands of fans.
Because of that reasoning, the appeals court replaced the fine with a custodial sentence.
Legal experts in Romania quickly criticized the decision.
Experts Say Extradition Is Unlikely
Romanian criminologist Vlad Zaha called the sentence unusually harsh compared with typical drug possession cases.
He told reporters that there is little chance the United States would extradite the rapper.
Several legal factors make extradition unlikely.
First, cannabis laws vary widely between U.S. states. Second, possession of small amounts often receives minor penalties.
Finally, diplomatic priorities make it unlikely that American authorities would pursue extradition over a minor drug offense.
Because Khalifa currently lives in the United States, Romania would need to formally request extradition.
Experts believe such a request would likely fail.
Meanwhile, Khalifa has continued working and performing.
Earlier this week he appeared on stage with rapper Gunna in California. He also posted new content from his home studio during a livestream on Twitch.
Wiz Khalifa and Cannabis Culture
Khalifa has long been one of hip-hop’s most recognizable cannabis advocates. His music and public persona frequently reference marijuana culture.
The rapper built an entire brand identity around cannabis lifestyle.
In 2016 he launched a legal cannabis brand in partnership with industry operators. The brand helped normalize celebrity involvement in the cannabis business.
He also regularly shares cannabis content across social media platforms.
For many fans, the festival moment in Romania seemed consistent with his public image.
However, the situation highlights the risks artists face when performing internationally.
Global Cannabis Laws Still Vary Widely
Cannabis laws differ dramatically across countries.
In parts of the United States, Canada, and Europe, cannabis has become legal or decriminalized.
However, many countries still enforce strict drug laws.
Romania remains one of them.
Under Romanian law, cannabis possession is illegal. Authorities categorize marijuana as a “risk drug.” Penalties can include fines or prison time.
That legal reality creates challenges for international performers.
Actions that seem routine in Los Angeles or New York can trigger criminal charges abroad.
For artists whose brands revolve around cannabis culture, the risks are even greater.
Industry Context: Cannabis Culture Meets Global Law
The Wiz Khalifa case reflects a broader tension in the cannabis industry.
On one hand, cannabis culture has become mainstream in entertainment. Musicians, athletes, and entrepreneurs now openly promote cannabis brands.
On the other hand, international laws remain inconsistent.
For the cannabis industry, this patchwork creates reputational and legal challenges.
Artists and brands must navigate different regulations across countries.
A moment meant to entertain fans can quickly become a legal headline.
As cannabis legalization spreads globally, those conflicts will likely increase.
High-profile cases like Khalifa’s highlight how culture often moves faster than policy.
For the global cannabis movement, the story serves as another reminder that legalization remains uneven.
And for artists performing internationally, the rules still change depending on where the stage sits.
